Sam Wolbert is an animal welfare executive and attorney with more than a decade of leadership experience spanning animal sheltering, community programs, and nonprofit governance. He currently serves as President and CEO of the Toledo Humane Society in Ohio and previously served as President and CEO of the Animal Welfare League of Arlington in Virginia and Executive Director of the Paris Animal Welfare Society in Kentucky.
Throughout his career, Sam’s work has focused on animal protection, public policy, and organizational leadership. He has navigated complex questions involving animal care, community expectations, resource constraints, and institutional decision-making while collaborating with boards, municipal partners, advocates, and legal stakeholders to translate animal protection goals into practical and sustainable outcomes. His professional interests include the ethical and legal questions surrounding representation, responsibility, and institutional power within animal welfare organizations.
