Hon. Gale E. Rasin served on Baltimore City’s trial courts for more than twenty years (April 1992 to September 2004, District Court for Baltimore City; September 2004 to August 2012, Circuit Court for Baltimore City). Previously Judge Rasin was the Director of the Attorney General’s Office Medicaid Fraud Control Unit where she investigated and prosecuted cases of medical provider fraud and patient abuse. She was an associate at the (then named) firm of Piper & Marbury. She also served as an Assistant United States Attorney for the District of Maryland where she handled both civil and criminal cases and as an Assistant State’s Attorney for Anne Arundel County. 

Since her retirement in August of 2012 Judge Rasin has been recalled for service and is designated to sit on all Circuit Courts, all District Courts, and as a mediator for the Court of Special Appeals. She continues to preside over the Mental Health Court in the Circuit Court for Baltimore City, where she decides issues of competency and criminal responsibility, and monitors mentally ill defendants who are supervised on probation. She is a member of the Behavioral Health Sub-Committee and the Senior Judges Committee. She has served on the Mayor of Baltimore’s Anti-Animal Abuse Advisor Commission. In 2019, she was a fellow at the Animal Law and Policy Program at Harvard Law School. She graduated from Duke University in 1973 and from Georgetown University Law Center in 1976.
